Item No. 4: Agenda Points:-
1. KVS Golden Jubilee (स्वर्ण जयंती) Celebration and Community Service Project of KVS BS&G :- KVS adopted “The Sustained Community Service Project” of KVS
BS&G called ‘HAD Programme’ since the year 1996, it is a pace setting
Community Service/ Community Base Scouting by Scouts and Guides and adult
Leaders of the movement which is related to Health Awareness Drive.
In this regard, it is approved that it will be reinforced on the occasion of
KVS Golden Jubilee Year in KVS BS&G activities with 6 MYP (Micro Yoga
Practices) of KVS BS&G by introducing in KVS BS&G activities at all
levels;
(i) It is also approved that on the occasion of
Golden jubilee celebration theKVS BS&G Adult Leader (SM/ GC/ CM/ FL etc.) who contribute in
other’s life of 200 persons (not belonging to his/her KV and family) will be
suitably recognised at School Level. The other relevant detail is as under:-
a. That the contribution is to be
measurable “Community Development Work”.
b. That is to be conducted with the help of his/
her Trained Unit Members (Rovers/ Rangers/ Scouts/ Guides/ Cubs/ Bulbuls).
c. That it should be compulsorily supported by
anyone health related Proficiency Badge (such as Herbalist, Hospital Man, First
Aider, Yoga, Nutrition Educator, Public Health, Sanitation Promoter, Drug
Awareness, Sick Nurse, Cancer Awareness etc.) or 6-MYP (6 Micro Yoga Practices
which were selected by NTC BS&G in 1st Course of Yoga Instructors Course in 2008).
d. That the beneficiary should not be less than
200 persons.
e. That the Adult Leader should have the
Published Record (Published Report in Vidyalaya Patrika or website of KV
concerned/ Photographs/ KVS BS&G Blog/ Facebook/ Videos on YouTube/ Local
media Report in News paper/ MDCA (My Dairy of Contribution and Achievement)/
etc.
f. That the Report/ Record should be verified by
his/ her officer/ Group Leader-Principal).

The minutes of the meeting of the KVS State Council of BS&G held on
24-06-2011 were circulated vide letter No. F. 11021/1/20011-KVS/Admn.II/ 423
dated 25-07-2011. Since no comments have been received from the members, these
were confirmed.

The Adult Leader of KVS BS&G who will fulfil all
conditioned mentioned above (from a to f) will be suitably recognised at School
Level.
(i) As
above, if 2,000 persons benefited then he/she will be suitably recognised at
the Regional Level by the Dy. Commissioner KVS of concerned Region.
(ii) As
above, if 5,000 persons benefited then he/she will be recognised at the KVS
National Level.
1. Deputation of ALT/ LT in National Level Courses and events;
In
order to provide equal opportunity, it is approved that the list of all ALT/LT
will be forwarded to The NTC BS&G with the request to invite ALT/ LT of KVS
BS&G as resource person staff in the National Level courses and events in
rotation.
2. It
is approved that the guideline regarding PMSC (The Prime Minister’s Shield
Competition) will be followed as under :-

1. Inspection of BS&G Activities at School
Level:- At the Time of
School Inspection, the Inspection of Group/ Unit will be conducted by the
Regional Inspecting team in order to measure the work with the help of MDCA
(“My Dairy of Contribution and Achievement” of each Unit leader) and to boost
the movement, at grass root level to work for the achievement of KVS Targets.
2. Sharing of Knowledge and experience on
Facebook:- Now a days among
the International Leaders of Scouting Movement Facebook became very popular due
to its utility; being a strong Public Platform to share and keep up aware about
worldwide activities of the movement. Indian Union member of different State
are also on the net for Sharing and carrying to each other (KVS Bhubaneswar
region successfully experimented it in Puri Camp-2012).

In this
regard, It is approved that we may create an example by using this media in
Positive and constructive way.
it is also approved
that;
i. Experimentally all KVS Uniformed members
allowed to use “facebook” for publicity of KVS BS&G activities, sharing of
information and as a teaching tool of the scouting movement.
ii. The Patrol Leaders may also join this activity
under supervision of Unit Leader or parent.
1. International Participation of Scouts/ Guides/
Cubs/Bulbuls:-
For boosting the movement and to give inspiration for participation in BS&G
National Level Events KVS BS&G, it is approved that KVS will participate in
Inter National Events and guideline for the same will be issued by KVS HQ in
due course of time.
2. Payment of Uniform Allowance:-
It is
approved that the Uniform Allowance to all eligible applicants will be given
every alternative year w.e.f 2012-2013 there is no change in the conditions
which were mentioned in the KVS HQ letter F. 110353/11/2011-KVS (Acad.)/
BS&G dated 17-08-2011.
It is also approved that the Uniform Allowance to all eligible applicants will
be paid from the VVN of the concerned KV, in any case if funds are not
available in VVN then fund may be get from KVS BS&G Divisional Association
Fund of the concerned Division/ Region, if in any case the Divisional fund is
not available to fulfil the demand then ROs may send requirement of Fund from
the KVS BS&G State Association Fund.
3. Scouts and Guides Rajya Puraskar (State Award)
Testing Camp-2012.
It is proposed that this year the testing camp will be conducted in two phases
with following modalities;-
1. Pre-Rajya Puraskar
Testing camp at Regional Level by Regional Examiners.
2. Rajya Puraskar
Testing Camp at Zonal Level from 16-07-2012 to 20-07-2012 (five days) as per
letter dated 02-07-2012.

3. In addition to
above specially for the year 2012 it is approved that the regions, those can’t
move to the Zonal venue can conduct Rajya Puraskar Testing Camp latest by
31-07-2012. However, the LT/ ALT of the concerned section as Chief Examiner S/G
will be appointed by the Dy. Commissioner concerned which should be other then
the concerned region. In this regard the regional quota of newly formed region
will be communicated shortly. All other conditions will remained same as
mentioned in the Rajya Puraskar letter dated 02-07-2012.
4. The approved norms
of Expenditure as under:-
i. All the Scouts/ Guides will be paid both side
journey TA/DA and Camp DA @ Rs. 300/- per head per day from the VVN of
concerned KV.
ii. All the escorting
teachers/ staff will pay DA of the Camp days to the Venue Director out of their DA.
iii. The whole
expenditure for conducting the testing camp will be met out of the Divisional
Association Fund of the conducting Division/Region.
Item No.5: Action Plan and Schedule of events for
the year 2012-2013:-
1. (i). To increase self
reliance and independency in the movement and commitment at all levels (Unit/
Vidyalaya/District/ Divisional) to the Plan of KVS BS&G activities
with considering the local need and available resources.
(ii).
It is approved that month wise achievable action Plan for the Year 2012-13 is
to be permitted to prepare by themselves in the light of the directions of KVS
BS&G State HQ vide letter F No. 110353/ 01/ 2009-KVS (Acad.)/ BS&G
dated 28-02-2011.
(iii)
It is also approved that year Plan at all level is to be prepared every year
latest by 2nd Week of April, however it is to be amended as
per direction of KVS HQ.
2. District Level Patrol Leader Training Camp:- A
Patrol Leader Training Camp will be organised in every District of KVS BS&G
as per the following detail:-

5. It is approved that a Regional level Advanced
Trained Scouter-Guider Meet/ Workshop or Cub Masters and Flock Leaders Meet/
Workshop should be organised by every region yearly under the leadership of SOC
as Director (LOC) along with senior ALT/ LTs of concerned region as Resource
Person Staff.
6. It is approved that newly constituted regions
(Ernakulam, Agra, Ranchi, Raipur, Varanasi and Sirsa) will hold any one
following BS&G activity for Advanced Trained Teachers, as per their need,
at Zonal level for 05 days, at suitable time according to the syllabus laid
down in the APRO Book Part II/III, Rules Book, Job Profile, SOT Book and state
direction:-
A. Proficiency Badges Workshop.
B. KVS BS&G Yoga Instructor Training
Course.
C. Adult Resource Management Seminar.
D. Patrol Leader Trainers Training Course (PLTT).
3. It is approved that a KVS National Level
Proficiency Badge Trainers Training course for Five days will be conducted for
Advanced Trained Teachers at ZIET Gawalior. The suitable time will be proposed
by the Director ZIET Gawalior.
